For the Themes of the Product and Program Focus Groups one my differentiate between 'specific' and 'transverse' Themes. As is explained in the legend below, certain Themes apply to a specific level in either the Product or the Program hierarchy only ('specific'), while others reside on a certain level of either the Product or the Program hierarchy, but they penetrate the entire hierarchy ('transverse').

Themes of the People and Policies Focus Groups are always transverse Themes, and they reside on the level of a Portfolio.
